Car accident person at fault has no insurance, what now?

had a car accident a week ago, minor injury to wrist havent gone to doctor, other persons fault, person B failed to yield while turning left and drove right in front of me. I have full coverage on my part, however fault being hers i made a claim to insurance she provided to police report. the thing is that the owner of vehicles insurance policy does not have person b listed on that policy but person b has same home address as policy holder so technically theyre insurance will not cover me. they have restricted non standard policy, and i do not have uninsured motorist coverage on my policy nor car rental coverage. their insurance is investigating this in he meanwhile so they say. i am not sure whether i should get my insurance to handle this, if i do i would have expect higher premium, pay deductible, rental car and medical fees out of pocket. I haven't had health insurance since I turned 18 and no longer qualified for my family's health insurance plan. I do have a part time job at a daycare that offers health insurance, however its price is far too high for my income. The insurance company is Aetna, and would cost me $16.92 for the lowest medical option, plus $4.61 for dental. So that would cost me $21.53 weekly, which doesn't sound too bad, except I only earn about $120 every two weeks....reducing my paychecks to about only $76 every two weeks....which just isn't enough for me to live on considering that I pay for my own food and everything else needed. So.... does anyone know of health insurance companies that have options for community college students like me? I know state insurance may be an option, but I have a feeling I don't qualify for that since I'm not legally an independent, yet I can't afford to move out and become independent. I know I didn't do the best job asking the question, but I'll try to be short and sweet. I'm going to turn 18 in one month and 5 days. I got my license exactly one year ago, November 14th,2009. In January 2010, I got into a small accident, it was during my midterms at school, was a little stressed, but I rear-ended somebody, sadly not in my crappy car that would've cost barely anything to fix, but in my fathers expensive car. Now there was no damage done to the other car, and barely any damage done to my fathers, but because the airbags deflated (which ended up being the most expensive thing to fix) it was a hefty amount to pay. Insurance covered it (geico) and they advertised that the first accident wouldn't effect our rates. Well they lied and it did, so our rates went up because of my one accident. Since the incident, my parents have not got into an accident in at least 7 years, and since my accident all i have received is a few parking tickets. All in all, what I'm asking is; when are my insurance rates going to go back down? I'm going to remain on my parents insurance for a while, just because its cheaper etc etc... and I know I'm still under 25, and a guy, but will they ever go back to the original price they were at when I got my license? As you know insurance for a 600cc sports bike for a 17yr old (male) is extremely high (I was quoted 9000+), however you may of heard of fronting, (putting someone with lots more experience and age as the main driver and putting me (17yr old) as a second driver) this apparently greatly reduces the insurance cost, however is a form of insurance fraud and is illegal. But I thought of a plan... You see I have my heart set on a honda cbr600rr, it is much cheaper than a 125cc bike that I would buy new only to buy another bike a few years later thus deeming the 125 useless, but what if I got the 600 and did make my dad (who is much older and more experienced) the main driver and me the 2nd, but to avoid it being fronting, he could use it when i'm not and I could force him to ride somewhere so ultimately he would have used it more so it wouldn't be illegal right? By the way he mostly goes out at night so it would not interfere with my needs.

I know it has quite a big engine (1.3) for a first car, but only has 8 valves and just creeps into insurance group 3 due to electrical equipment inside, which is nothing really. I have been looking around and i am getting ridiculous qoutes of around 5000, however i have found ikude insurance which is only 1800 but iyou have to have a box, which i would really rather not have but might have to. I live in California and I understand that by law here you have to have car insurance; at least minimum coverage that is. But does this apply to all cars regardless of whether you even drive them on the street or not?
